Structure and functional Organization
QA / QC Policy
AL-SIGAN believes that in today’s competitive marketplace, effective quality systems are essential when providing quality cost effective services to our clients. Management is totally committed to provide Services that fully comply with the specifications and expectations of our valued clients. Therefore, it is the policy of the Company to adhere strictly to this quality control program and to insure that this program and the requirements of our customers are met on each and every project we execute.
Full authority for the implementation and administration of the quality controls has been delegated to the Quality Control Manager “QCM”.
The QCM has the responsibility and organizational freedom to identify quality control problems, stop work, recommend solutions and verify resolution of such problems.
The Quality Control Manager Directly reporting to the Company Technical Manager, since the Quality Assurance and Quality control one of the major sections in the company technical department.
Project Managers are responsible for their assigned project’s QA/QC activities. They may delegate the performance of their assigned duties to qualified individuals, but they shall retain full responsibility for completing their projects in strict accordance with established quality control policies and the client’s specifications.
The quality of all subcontractors and vendors shall be the joint responsibility of the QCM and the applicable Project Manager. All projects will be executed in a manner that emphasizes safety, quality, schedule and maximum cost effectiveness, taking in our consideration that the best prices are not always the lowest.
Management has the responsibility to define and document its policy and objectives for, and commitment to, quality. Management will ensure that its policy is understood, implemented, and maintained at all levels of the organization.
All employees have the responsibility and authority for implementation of established QA/QC activities.
Resolution of conflicts in QA/QC policies shall flow through the organizational chain of command as follows:

Quality Assurance & Quality Control System
AL-SIGANCompany’s staff has established and shall maintain and document this QA/QC system as a means of ensuring that the services we provide our clients conform to specified requirements.
The system should be enhanced in all levels and all steps of work as follow:
1- AL-SIGAN is very selective in choosing clients, to be sure that all clients are interested only in the high standard and good quality.
2- The technical department always keeps fully responsible about making the proper evaluation for the offers and quotations received from all suppliers and subcontractors in the tendering stage, to be sure that the company can deliver and gain the forecasted profit at the same time.
3- The product quality of any project shall be the joint responsibility of the technical office quality control team and the applicable project execution team. All projects must be executed in a manner that emphasizes the high standard of safety, quality, schedule and maximum cost effectiveness in the favor of clients and the company.
4- The document control should be carried in a very professional, easy, strict and fixable way to ensure that the final product is matching with high standard and to fulfill the company and clients satisfaction.
AL-SIGAN Safety Policy
The Safety Policy of AL-SIGAN is designed to comply with the Standards of the Occupational Safety and Health Administration, and to endeavor to maintain a safe and injury/illness free workplace. A copy of the OSHA Safety and Health Standards 1926 and 1910 are available for all employees = use and reference.
These Standards shall be available in the head office at all times and will be sent to the jobsite on request. Compliance with the following Safety Policy and all items contained therein is mandatory for all employees of the company. The authorization and responsibility for enforcement has been given primarily to the Head Of Safety Department. The OTHER SAFETY OFFICERS share in this responsibility as well.
It is company policy that accident prevention be a prime concern of all employees. This includes the safety and well-being of our employees, subcontractors, and customers, as well as the prevention of wasteful, inefficient operations, and damage to property and equipment.
This Safety Policy applies to all employees of AL-SIGAN, regardless of position within the company. The Safety Rules contained herein apply to all subcontractors and anyone who is on a company project site. Every employee is expected to comply with the Safety Policy, as well as OSHA Health and Safety Standards.
This Safety Policy supports six fundamental means of maximum employee involvement:
A. Management commitment to safety.
B. Weekly tool box safety meetings at all jobsites.
C. Effective job safety training for all categories of employees.
D. Job hazard analysis provided to all employees.
E. Audio and/or visual safety presentations given at jobsites by The Site Safety Officer.
F. Various incentive awards for exemplary safety performance.
The Safety Team will meet at least once a month to evaluate all areas of safety and make recommendations to the company top management.
The Safety Policy will be carried out according to guidelines established and published in this and other related procedures. Specific instructions and assistance will be provided by Safety Officer as requested. Each supervisor will be responsible for meeting all of the requirements of the Safety Policy, and for maintaining an effective accident prevention effort within his or her area of responsibility. Each supervisor must also ensure that all accidents are thoroughly investigated and reported to the Safety Officeron the same day of the occurrence.
“SAFETY FIRST” is not just a label but it is one of the most important principles in our construction business.
